Asylum seekers are being told it is “not socially acceptable to form romantic relationships” with girls under the age of 16.

The Tories accused the Home Office of paying for a “national network of migration partnerships” to educate arrivals about “laws and life in the UK”.

One document, published by the North East Migration Partnership, tells asylum seekers not to approach prostitutes who may be “walking the streets”.

And it gives people advice on bin collections, warns them not to litter and to “inform neighbours if you are planning on having a party”.

The document is similar to a new Home Office promotional campaign, warning migrants not to have sex with children or share child pornography.

The document, seen by the Daily Express, said: “It is an offence to have pornographic images of children under the age of 18, this includes on your mobile phone.

“If you receive a pornographic photo of a child under the age of 18, do not forward it to anyone, delete the photo and cease contact with the person that sent it to you.

“If you are concerned that someone is being abused, you should report it to the police.

“It is an offence for a male or female to have sex with any person who is under the age of 16, even if they consent.

“It is important not to assume a person is over 16 because you meet them somewhere like a pub or a club. In the UK, it is not socially acceptable to form romantic relationships with people under 16.”

On paying for sex, asylum seekers are being told: “You may be living in areas where sex workers or people in prostitution are to be found walking the streets, however, it is important to know that it is illegal in this country to approach someone in public and ask them for sex, this is often referred to as kerb crawling.

“You are advised not to engage in conversation with people in prostitution as there is a range of cultural attitudes and expectations which can lead to misunderstandings and could put you at risk.”

And the guidance stresses that the UK “values cultural and religious differences and tolerance and fairness are important values”.

It adds: “Religious or Right-wing extremist or racist views are not tolerated. People must respect each other’s views, religion and dress, even if it is different from what they are used to.

“You are free to practice your religion in the UK. You can find churches, mosques, synagogues or other places of worship in towns and cities.

“It is illegal in the UK to treat people in a bad or different way because of where they come from, their gender, sexuality, religion, political views, age or disability, and this is known as a hate crime.”

Shadow Home Secretary Chris Philp said: “You should not have to teach people that rape and forced marriage are wrong unless you have accepted that the men you are letting in don’t understand the most basic standards.

“Immigration cannot mean opening the door and hoping for the best. It has to mean insisting that the people we admit accept British law and the equality of British women, without exception.

“The people we let into our country must respect our values and integrate into British society. Our Cultural and Integration Commission starts from the principle that Britain can be multiracial without being multicultural, and that shared values are a condition of living here.”

Prime Minister Andy Burnham defended the Home Office leaflet and posters, insisting it is right to make it “explicitly clear” what the UK’s societal norms and laws are.

Migrants are also being told that domestic abuse is illegal and that the age of consent in the UK is 16.

Immigration chiefs warn: “Sex with someone under the age of 16 is a serious crime in the UK. There are no exceptions to this rule. Even if they say yes, it is still illegal. You could go to prison, lose your support and accommodation, and it will affect your asylum claim.”

Migrants are told not to deny children food, or “cut or harm a girl’s genitals”.

And the staggering advice even details what rape is, insisting that “consent” is needed in every sexual situation.

The document states: “This means even if you are married or in a relationship with someone, they must consent to sex every time.

“If you have sex with someone without their consent, this is called rape. Rape is a serious crime in the UK. You could go to prison, lose your support and accommodation, and it will affect your asylum claim.”

Guidance published in the booklet for asylum seekers adds: “Someone can change their mind at any time, even if they said yes before.

“If someone is asleep, drunk, or unable to respond, they cannot consent.”

But the guidance has sparked rows among Labour MPs.

Veteran Left-wing MP Diane Abbott accused former immigration minister Mike Tapp of “aping Reform”.

Mr Tapp called for arrivals to be tested on whether they “understand these laws”.

He added: “If they do not, then they should not be able to claim asylum here.”

But Ms Abbott hit back: “Asylum seekers are responsible for a tiny part of serious crime in this country. If this was about preventing crime, it would be suggested for the whole population. It is just aping Reform.”
